Among the 2700+ bills introduced so far this year by California state legislators are dozens proposing new programs to be funded by the state’s General Fund. Based upon my initial review of those bills, none describe how the new program threatens funding for UC, CSU, courts, parks and other discretionary expenditures. Presumably that’s because proponents don’t understand the limited size of the discretionary portion of the General Fund, don’t want others to focus on the risk to incumbent recipients of discretionary spending, or both.
